This is the first in a series of PRs that ports DINO + C-RADIOv3 model to Cosmos-RL.
The original model is here.
This PR doesn't have any side-effect on the rest of Cosmos-RL, it's only a copy of the model from open-source TAO codebase.
In follow-up PRs, we'll add integration with Cosmos-RL so the changes are more manageable for reviews.
