This PR adds a ROS 2 Humble / colcon port of FUEL.

Main changes:

  • Port launch files from ROS 1 XML launch to ROS 2 Python launch.
  • Add ROS 2 package.xml/CMakeLists.txt updates.
  • Add ROS 2 compatibility wrappers for the original ROS-style code.
  • Update RViz2 configuration and visualization topics.
  • Update README with ROS 2 build, launch, and PCD map creation instructions.
  • Remove old generated build artifacts, pyc files, and backup files that were tracked in
    the ROS 1 repository.

The original FUEL method, authorship, citation, and GPL-3.0 license are preserved.
