This syncs upstream with AIS changes from @IamPete1 in mavlink#2281
@IamPete1 It's not my job to sync here, but PeterB and I are trying to get the mavlink/mavlink and ArduPilot/mavlink closer. So if you see me missing changes we've worked on, please push them down.
Note that this may require a build time change due to rename of the AIS_NAV_STATUS enum values to match the prefix
