Changes made in response to Last Call feedback to improve clarity and scope. - Explicitly constrain scope to reports attached to the Blocking Command. - Rename title from "Spam Reporting" to "Blocking Command Reports". - Specify that reporter anonymization (when used) must remove the 'to' attribute.
