Adds Pakku to the audio plugin registry as an Effect built with JUCE. This is the direct JSON patch permitted by the contribution guide. I am the project author.
The issue-form submission is #626; its automation failed during Node setup before processing the data, so this PR provides the same entry manually.
Validation:
The repository-wide lint and Prettier commands still report pre-existing issues in renderRepository.ts, apps.json, and plugins.json; this PR changes only the Pakku JSON object.
