Addresses #856.
This will call both
useInsertionEffectanduseLayoutEffectand a ref is used to return early inuseLayoutEffectifuseInsertionEffectworked.I tried to add tests but it seems like a fairly complete DOM implementation is needed. I didn't feel comfortable adding jsdom or happy-dom.
