This significantly simplifies the bookkeeping in Corrosion. It also makes it realistic to allow high-frequency changes for the same table + PK combos (since they won't be creating rows we need to keep tracking forever).

…hangeset. removed and we'll rely on the ChangeV1's version as site_version
