I work on an amazonlinux 2023 EC2 instance and I could not install all system packages required to get the tests to pass with
uv run pytest. This PR deprecates pgstac version 0.8.6 in the tests and updates the documentation so that as an alternative, users can still run tests in the test container.PR Checklist:
