Node.js bindings for Voyager

Changes Made

Mostly just added a directory called nodejs and an action called npm_publish.yml. When pulling, please drop the commit that removed Voyager's main GitHub workflow and the one that changed the root README.md.

Testing

Tests try to mimic Python tests as much as possible.
