Fixes a ton of actionlint errors. Based on #22069.

• Fixes or ignores all but 3 action lint errors.

Notes

Last 3 actionlint errors are below. I'm going through the process of deleting this workflow (t is a required check). It has been superseded by the org-wide workflow.
