Tech 5733 monitoring improvement

• Added automatic RPC failover handling: when the active endpoint drops, now attempts reconnecting to the secondary node first, falls back to the original, and refreshes all components
• Updated the tech-branch workflow to compute the Docker tag once via the image_tag step and use that short SHA tag for test rollout.
