This worked locally, and when I made the same changes in the vendored copy in the scipy repo. That was on a Linux machine, with gcc 11.4.0.

I haven't figured out the windows failure yet, but for the moment, it is moot. I'm closing the PR, and will let @Emiliano-DM make the change from #include <complex.h> to #include <complex> in amos.h. The change to cmath can be done separately later.
