Could you remove this comment (which does not actually render to the webpage!) and make that readable?
Maybe something like:
As of Rucio 39, this parameter is not actually used. The receiver uses the policy name as voname, which can be set by the
POLICYenvironment variable orpermission.policyconfiguration parameter.
