This PR adds a predefined configuration YAML file for the FLIR Firefly U3162C (FFy U3162C) camera.
This camera is compatible with the Spinnaker SDK and useful for users needing a ready-to-use config for this sensor model.
Tested on FLIR Firefly U3162C with ROS 2 Jazzy Ubuntu 22.04
