Add CPMS - Coding Plan Monitoring System
Added CPMS to the Development > Tools section.
CPMS is an open-source desktop app that monitors AI API balance in real-time across multiple providers (GLM, MiniMax, DeepSeek). It features a glassmorphism floating widget, consumption rate tracking, quota exhaustion prediction, and AES-GCM encrypted key storage. Built with Tauri 2 + React + Rust.
