we intend to deploy pdc in a sandbox environment. These changes make it so related to tests on prancible pulibrary/princeton_ansible#6537

when attempting to run projects that are in the sandbox environment we will need to wire this to do that the rake task fails when our environment is sandbox this change addresses this Co-authored-by: Angel Ruiz <[email protected]> Co-authored-by: Vickie Karasic <[email protected]>
