Keep ESLint on v8 until config is migrated

Bumping eslint to ^10.0.0 breaks this repo's lint workflow because the project is still configured with legacy .eslintrc files (for example .eslintrc.js and packages/renderer/.eslintrc.json) and no eslint.config.*; ESLint v9+ defaults to flat config and exits with “ESLint couldn't find an eslint.config.(js|mjs|cjs) file,” so npm run lint/lint:fix will fail after this upgrade unless the config is migrated or ESLINT_USE_FLAT_CONFIG=false is set.
