CLOUD-882: Add e2e-tests release_versions image availability check

CHANGE DESCRIPTION

Problem:
We have release_versions that stores images. If there is a misprint somewhere in images - the error will be populated to all release images and we will not know about it till we start jenkins tests.

Cause:
Short explanation of the root cause of the issue if applicable.

Solution:
Add github workflow to run docker manifest inspect on images when release_versions is changed. Note: the test will not check operator images because they are usually built and pushed after the release_versions is updated in the release branch.
