The previous code synthesized MSL using an average of the extremes, which is wrong. MSL is the average of hourly heights over the epoch, which by definition should be zero or close to it when synthesizing from constituents over a 19 year epoch. This just explicitly sets MSL=0 for all TICON stations.

The real MSL can only be calculated from source water level data. cc #40
