MacOS x86 is no longer recommended for use due to the discontinuation of validation. Full support will be removed later in 2025.

### Details: - `mac-13` is being deprecated as per actions/runner-images#13046, there were plans to remove x86_64 mac from OpenVINO's GHA, so we might as well do it now. ### Tickets: - *176452*

mac-13is being deprecated as per [macOS] The macOS 13 Ventura based runner images will begin deprecation on September 22nd and will be fully unsupported by December 4th for GitHub and ADO actions/runner-images#13046, there were plans to remove x86_64 mac from OpenVINO's GHA, so we might as well do it now.Tickets:
