scotch: combine scotch and ptscotch into single spec file

Use conditional ohpc_mpi_dependent to build either:
- scotch (serial, compiler-dependent only)
- ptscotch (parallel, compiler and MPI-dependent)

This follows the pattern used by netcdf for serial/parallel builds.
