chore: formatting fixes found by oxfmt

Description

Fixes a bunch of (hopefully non-controversial) formatting inconsistencies found by running oxfmt.

Relates to #2559

Note: I am not recommending adopting oxfmt at this time, as it creates too large of diff and is too prescriptive.
