Open Arsenal Human in the Loop Specifications

These specifications define a coordinated framework for human-centered AI and civic infrastructure systems where human intent, auditability, and controlled autonomy are foundational requirements rather than optional features. Across domains like orchestration, governance, workflow automation, physical production, and civic operations, the designs emphasize transparent decision pathways, verifiable execution steps, and structured oversight to ensure systems remain accountable and safe while still enabling scalable automation.

In addition to the open licensing model, a Specification Branding License is available for organizations that want to deploy these systems in attribution-free or white-labeled environments. Licensing terms are negotiable and are determined based on the size, complexity, and scope of deployment, allowing flexibility for both small implementations and large-scale institutional integrations.
