chore(ci): switch GitHub Actions JDK from 17 to 21 for Android build

Summary:

The Android build workflow was updated to use Java 21 instead of Java 17, as recent Gradle plugins and the :build-logic:convention module require a minimum JVM runtime of 21 to compile and run successfully. This ensures compatibility with the latest toolchain and prevents build failures in GitHub Actions.
