Fixes #235 Native Rust slice (C++ is #317).
Adds a Native Rust create-project card on empty-ability, with Cargo.toml / lib.rs / napi-ohos glue, module types, and an Index page that calls rust add.
Host-side overlay tests included. Native C++ is not repeated here.
