Updated the agent version to 8.4.0
Placed the agent version to use in gradle.properties
Updated build files to use the property from gradle.properties directly. Now to update the agent version it only requires to change the value in gradle.properties
Removed the agent download as it is no longer needed since we can download directly from Maven
Removed the call to download the agent from the Release and Build action
