Bumps googleapis from ^171.4.0 to ^176.0.0 in @oboku/api. The Google plugin uses the stable surface (`google.drive(...)`, `google.auth.OAuth2`, `drive_v3` types) that is unchanged across these versions, and google-auth-library is already on v11, so no code changes were required. api `tsc --noEmit`, the full build, and the api test suite (20 suites, 128 tests) all pass.
