These issues have been fixed and closed, so their XFAILs can be removed:

Added an XFAIL on Clang && Vulkan to InterlockedOr.resources.32 after seeing it failing: https://github.com/llvm/offload-test-suite/actions/runs/34650392816/job/103430978340?pr=1513#step:14:170
It looks to be the same problem as llvm/llvm-project#221370
