Initial Load of Model related code base

Motivation

This is a combination of code that will be used in the one-off port of data into new data model and loading to repo.
It also contains a implementation of validation code - this will likely be moved into it own component.
It contains some utilities to summary model information.
It contains code to create a metadata summary of the layers and features - this also used extracted data from the topographic data dictionary.

All testing is currently manual

This PR will become redundant. Just using as a test area for now.
Code base split up into smaller PRs to make ingestion easier.
