This PR updates the Convert Image Format action to version 0.2.0

• validate and test the action

• update the translation template (.pot) files

new features:

• Add support for JPEG XL (*.jxl), fulfilling a request made by https://github.com/danielp96 on the website.

• When a user selects multiple images and chooses PDF as the target format, they are now presented with an option: convert them 1-to-1 (separate files) or merge all selected images into a single PDF document

• Similarly, if multiple images are selected and the target is GIF, the user can now choose to create a single animated GIF or convert the images individually

• If a conversion fails, the user is now informed via a detailed popup window. This allows them to understand why the conversion failed (e.g., corrupt file) or share the log with the community for help

• If an essential tool is missing, an error window will appear instructing the user on what is needed. (list of all required tools is in the README.md)

Hi, I can't convert png to svg. Svg to png works well. Pdf to image works well too.
