Expand Issues doc with description of advanced features

The Issues doc can have some more info in it. 

We should link to the Markdown doc when it exists, and add some info about `Assignees`, `Labels`, and some more advanced stuff like closing PRs automatically, `Projects` and `Milestone`s.
