This commit adds an element (called ipmp_el) to equip a Click software router with IPMP, the IP Measurement Protocol. IPMP is useful for per-hop analysis of multi-hop paths. Signed-off-by: Florian Sesser <sesser@in.tum.de>

I've implemented IPMP for Click, and would like to have it published. I figured the most fitting place could be the Click packages repository - please drop me a line if I erred on this.
I am actively using this element together with the client utilities (see my email to the Click ML from today) for my CS master's thesis on BOWL, the Berlin Open Wireless Lab (a WLAN testbed with ~ 70 nodes, 50 of them outdoors).
If you need more people to test this - or want this, or something - before including it, please drop me a line.
