Added a view for the snapshots

With this release I'm using svelte-5-ui-lib now rather than using the html snippets from flowbite directly (this lib supports runes!).

Furthermore this release provides a way to list all snapshots within a backup.

Minor changes

• Repositories can come online when the service is already running (previously the application complained about missing repos)
• Improved date parsing of restic snapshots for older python versions (3.7..3.10)
