The original relative_position_embeddings were created while a fixed matrix of relative_position_ids was preset to look up the table (i.e., the relative_position_ids matrix for sequences of length 512) resulting in sequences of length greater than 512 not being able to use the preset matrix of relative_position_ids to look up the table. This commit is to solve this problem.
