v0.14.9

This is a fork of konga 0.14.9 version, all credits to the project owner and contributors.
There's no app updates in this release, only docker base image is changed from node:12.16-alpine to alpine 3.19.1.
This is supposed to work with >= postgres12, using an environment variable DB_IS_PG12_OR_NEWER set to true
