Description

Backfills the missing changelog entry for #6562 ("Removes local symbolication when debug=True which fixes various deadlocks") across all v9 pre-release versions (alpha and RC) where it was absent.

Motivation and Context

The #6562 change was included in v9 releases but its changelog entry was missing from several earlier v9 alpha and RC sections. This PR adds the entry to keep the changelog accurate and consistent across all v9 pre-release versions.

Changelog-only change — no code to test.
