The LICENSE file contained a copy of the stanze
used at the top of source code files, while the
actual license was in the COPYING file. So remove
the stanza and put the actual Apache 2.0 license text
in LICENSE.

Similar to gazebosim/gz-math#521.

Version v2 of the actions/checkout workflow is
deprecated, so switch to v3.

These files are not executable while checked into the repository or
after installation on the system. Additionally, executing them will do
nothing because they must be "sourced" to export their functionality
into the shell.

The library being installed doesn't have a SOVERSION like other 
libraries created in Gazebo projects, and is flagged as a packaging
error by rpmlint.

I think this block above should be added below ### Gazebo Tools 2.X.X (20XX-XX-XX) but looks like it's already like this in gz-tools2. We can fix it there
