First Release on 1.4 FileGeodatabase API

Only 64bit version support (Windows / Linux)

• Need VC++ 2012 redist install on Windows

Binary part compiled on ubuntu 14,
See Notes for Linux usage, especially on LD_LIBRARY_PATH declaration

Beware that filegeodatabase api don't support multithread usage, FGDB crash lead to JVM heap dump/core dump.
