- Split from More flexibility to control server start #25790 which fails to pass tests at this moment
- Adapted a bit
- Now checks the debug port (if enabled) before launch to avoid very common issue with more expensive processing.
- Fixed inverted logic of the "serverDiedOutput" log message (when output was available, it did NOT print it)
