Pre-production release of the Hanlon-Microkernel project

This is the first tagged release of the Hanlon Microkernel; will require some additional work to get the build working off of the binaries that are downloaded from here instead of being downloaded from my personal Dropbox account. Should be able to make those changes and tag a v1.0 release shortly.
