Requires PatcherSupportPkg #19.
This PR enables patching with the JSC-only IO80211 binaries included in that PatcherSupportPkg pull request.
Additionally, "CPUs Missing AVX" has been renamed to "Non-AVX Patches Common" to be slightly more descriptive for the end user.
