chacha20 0.10.0 was yanked upstream; deny.toml's `yanked = "deny"` turns that into a main-wide cargo-deny failure on every branch (reddened both open dependabot PRs #426/#427, whose own build+test were green). Pulled in transitively via rand 0.10.2. Single-crate patch bump to the non-yanked 0.10.2; `cargo deny check` and a full build pass locally.
