…ecated actions ubuntu-20.04 runners have been removed from GitHub Actions, causing jobs to be stuck in queued state indefinitely. Update to ubuntu-latest, bump actions/checkout and actions/setup-node to v4, and replace the fragile norcalli/bot-ci Neovim install script with the official PPA.
