feat: Add publish of tarballs

Context

This PR adds a publish of tarballs so that builds can be tested in OHIF with linking to the tarballs.

See: OHIF/Viewers#5882 for an example of using this in the deployment. For that PR I will undo the changes to the CS3D versions once the basics are tested/demonstrated.

It was decided to add a script to always run the master version of OHIF against the CS3D as part of hte CS3D build, so this PR isn't required.
