Summary

This automation-generated PR removes the TOC Project Reviews SubProject registration from tags.yaml.

The subproject served its purpose as a bridge during the TOC/TAG restructure. It helped preserve review practice, templates, and coordination while the restructured TAG model settled. That bridge is no longer needed as a standing TOC SubProject.

Rationale

Going forward, governance and technical review work should route through the normal TOC operating model:

  • the TOC retains responsibility for due diligence practice, criteria interpretation, delegation, and maturity decisions;
  • TAG Chairs, Tech Leads, and delegated reviewers provide domain expertise and review capacity when requested by the TOC;
  • reusable project-review templates and guidance remain available as TOC operational materials.

Companion docs/routing PR: #2297

The original fork PR was superseded by automation because generated TAG/TOC subproject README files should not be edited or deleted directly. This PR carries the tags.yaml removal; #2297 carries the documentation, routing, and template-location changes.
