This automation-generated PR removes the TOC Project Reviews SubProject registration from
tags.yaml.The subproject served its purpose as a bridge during the TOC/TAG restructure. It helped preserve review practice, templates, and coordination while the restructured TAG model settled. That bridge is no longer needed as a standing TOC SubProject.
