Currently we provide several helper docs for conducting governance reviews in https://github.com/cncf/toc/tree/main/toc_subprojects/project-reviews-subproject but we don't have a guide for conducting a technical review.
In particular now that technical reviews are to review the upstream GTR we could clarify what reviewers should be looking for in that GTR.
