Update the Acts build:

  • include the Traccc test data in a dedicated package;
  • use pybind11 from the CMS distribution;
  • build the Acts FastJet plug-in;
  • build the Acts and Traccc tests.

@fwyzard , can we please drop the --threads 0 from the CMAKE_CUDA_FLAGS ? Due to this, nvcc starts separate process to each cuda arch and with make -j N it can start N*cuda-arch build processes. On our arm nodes (where we have 2GB/core) we see build issues specially when multiple packages are build in parallel.

Also can you please add %{relocateConfig}python/setup.sh in %post to relocate this script

By the way, I'm also looking into updated to ACTS v45, so let's wait before merging this.
