Summary

Adds CGP-0245 — Rotate the StakedCelo MultiSig signer set to the cLabs Security Council.

Main change: a single executable Celo Governance transaction that rotates the six owners of the StakedCelo MultiSig (0x78DaA21FcE4D30E74fF745Da3204764a0ad40179, 3-of-6), replacing each current signer one-for-one with a cLabs Security Council member. Threshold and owner count are unchanged.
