Removes the
api-review-trigger.ymlcaller workflow. ReleaseManagement no longer hosts release review issues, so this workflow is dead code — it fires on every issue comment, checks for/rc-api-reviewor/wip-api-review, and exits immediately.Which issue(s) this PR fixes:
