Feature => added rotation wlroots 18 again

We need a real kiosk application for our panel PCs that have different orientations. So it is mandatory for us to have this rotation available. Here is our solution.

Thanks for your proposition but it raises a number of questions.
Why going back to wlroots 0.18 when 0.19 is already supported by Cage?
Was there any limitations using the [wlr output management] protocol instead of re-implementing the removed -r option?

We had not the time to test it with 0.19. So we declaed it with the tested version as working.

Our customer experiences: When you only have one external dependency (cage), it is more acceptable to them instead of gaining knowledge of how Wayland works. (wlr)
